If your people are protected against genies & old-style witchcraft, and you have buildings-and/or-vehicles that detect-and/or-block the thought-control waves (electromagnetic, ultrasound, telepathy/infrasound, whatever), then those fort-resident people may work together with the front people, for any mission. Just plan the strategies, without forgetting that those at the fronts are more easily targetable by thought-controllers.
The individuals sent out for mission as fronts may, at least, have charms (against genies). That may qualify them to become pseudo-forts, because then, the machine-based thought-controllers may first need to find/spot them (presuming that detectors/satellites have less capacity than genies, & when they need operator attention, their personnel amount is a lot less and perhaps remote),. Therefore, your fronts-people may have "free-time" before the (evil) enemy starts trying to thought-control. Furthermore, if those machines have limited quota (how many people to follow, at a given time), then sending out lots of people to streets, may overwhelm their capacity, permanently. It is like having zillions of strategists out there, & they may fail to spot the important ones. If a (verifiably) valuable strategy is heard & practiced, then the enemy may have to spot who is doing what, before the mission reaps the results.
BTW, capacity-overwhelming itself, is a basic old trick in the toolchest, now improved with bifido pseudo-forts. For example, in 1970s, (communist block) Bulgarian agents were being camouflaged by sending out all the Bulgarian Embassy personnel in your city, to the streets that day, when some agent would do something that your police would like to know who, & watch what he/she doess.
The sent-out-for-mission people may be (1) newly noticed (remotely) & recruited (maybe after having gotten past some security walls), (2) sent out from a fortified area for mission (& if successful (& not killed/martyred by opponents), will probably return (unless occupying the target)) to the same or other fort of the senders, (3) from unknown place (activated by broadcast/publication/indirectlyThrough3rdparty) like the (1)st or (2)nd cases.
Spies & criminals have been known to (sometimes) communicate indirectly, such as publishing some advertisement in some newspaper or radio, as a signal for start-of-operation. You do not need to be a spy-or-criminal to use such methods, especially if your enemies are such types & they are trying to watch and/or steal-information.
For example, (1) you may use "double-blind" techniques to send your personnel to some mission (as detectives or executioners, etc). That is, they will not know what is happening, by simply reading the minds of those whom they see, nor by trying to find whom sent those there, or (2) publishing/broadcasting/uploading (like quarterback (later yourself reinforcing their results), and/or simply for warning all those similar to what you have witnessed) so that unknown/unvisible people (whom neither you nor those watching you see around) are activated/prepared.
A fort-without-privacy is where the thought-controllers can (possibly) assault your privacy, although they cannot physically harm-or-intervene to stop you from whatever you aim to do.
BTW, conceptually, it is equivalent to trusting Allah, for protecting you.
Likewise, if (with or without protection) you would dare fighting, as long as the alternative is that the evil would reign, as you would not be too willing to live in such a ruined world, (as if) a silent conspirator/lenient) -- & their evil-&-slobbery tyranny would always disgust you, any way (as such, "agreeableness" would only postpone your fight to a perhaps less practical time, when you have more to deal with).
Such a fort-without-privacy is sufficient for various missions (as long as your mission algorithms take care of the fact that the enemy knows the details).
For example, good for declaring your enemies as targets -- presuming that, other people may take it as a warning for defending themselves (their family, neighborhood, ...) against such unnoticed evil parasites, and/or some "front" (or, hidden) axe-people may do the detection or execution against those evil you exposed around yourself. For example, if some evil is reading your mind & you said that to FBI (don't laugh, I'm telling about what it was supposed to be, not your "real-world" FBI), then they were supposed to look around to verify the case. If they lack a fort hiding them, then the evil may hide from them, too, but that would at least disrupt the evil's business regularity (how street-patrolling of police is considered deterrent to crime), & other detection-able people (if not targeted themselves) may verify, if heard the case. Furthermore, if personA hears the case of personB but personA is also a target of the evil, then those watching personA would like to warn those watching personB that personA is looking around to catch them while they're assaulting/watching personB, but that communication may be caught by some personC (& maybe personA would also see some message sent to there, or even personB might notice it sooner or later).
That is, when publisher/quarterback is already "known"/"visible"/"circled" by the evil (perhaps decoupledly, as Allah may protect, too). "But" (for warning the publisher), I should remind that, in addition to the existing watchers, the similars may also spot you as a resourceful person, after they see your publication, and they may also come to bug you, as that turns out to be a standard practice of the antichrist/jewish gangs, that is, wherever (classmates, schoolmates, "colleagues"/poseurs/"professors", editors you have sent letters to, librarians, etc, etc) may start to bug you to steal from your mind (and/or to arrange you for some "suitor"/sex, as maybe hundred of millions of decoupled virgins (along with other decoupled victims) have been targeted after some evil saw & perhaps called its racist groupmates/relatives, too (like ants calling each other, to pick crumbs) to loot/abuse your mind, etc.)
Presumably already understood, but it is a pleasure to point out that there may be as many forts as you find practical. Not limited to a single one. Some of them may be with full privacy, some may be less featured -- but keep in mind to not send out those who have memories/things that should be kept secret, yet (as they may be targeted by thought-controllers, when out of a fort-with-privacy, & their past memories may be recalled/questioned & read).
As always, it is disgusting that thought-controllers are invading your privacy. Furthermore, as usual, keep in mind that, non-married (no relationship history, or perhaps who had "relationships" only with the enemy) may be less troubled when sent out from a fort-with-privacy to a fort-without-privacy, or as front-men out there (not to mention not to leave families fatherless, if there are extra risks).
Warning: Beware that all of this assumes that you are not trusting the evil (neither personally, nor because they have taken hold of your government/etc). That sort of treachery-based assaults have to be dealt with, too -- & thought-controllers tend to have extensive treachery/trickery systems (such as Protocols-of-Zions, & what masonism (over the centuries, especially after containing lots of evil Jews) has eventually converged to). The most-evil-ever have been "trusted" by naive people, & so, having treachery personnell installed in other groups/organizations/states, to manipulate the results manually, too. BTW, as concerns state-based treachery, for example, if the conspiracy-theory that the ruling (government/state) tribe of Syria is actually Jews, & they did that favor to Israel by arranging Israel kill some non-Jew pilots of Syria in 6-days war, then those pilots may have been in jets which were tuned-&-located to be easy targets to Israeli jets.
